چکیده
تُعَدّ إداره المعلومات من المکوّنات الأساسیّه والاستراتیجیّه فی هندسه واستدامه أنظمه الحوکمه المعاصره. ففاعلیّه عملیات اتّخاذ القرار فی المستویات السیاسیّه العلیا، والاستقرار الاجتماعی، والأمن الوطنی ترتبط ارتباطًا وثیقًا بمنهجیّه تدفّق المعلومات وحُسن إدارتها. وفی إطار خطاب الحوکمه الحدیثه الذی یُؤکّد على التفاعلات المعقّده بین الدوله والمجتمع المدنی والقطاع الخاص فی إداره الشؤون العامّه، تتجاوز وظیفه إداره المعلومات حدود الآلیّات البیروقراطیّه البحته لتغدو عنصرًا حیویًّا فی تعزیز الشفافیّه والمساءله والمشارکه. ویُقدّم النظام القانونی والقیمی للإسلام مقاربه متمیّزه ومتعدّده الأبعاد لهذه القضیّه؛ بحیث إنّ إداره المعلومات لا تُعَدّ مجرّد أداه لزیاده کفاءه النظام، بل هی جزء لا یتجزّأ من فلسفه وأصول الحوکمه الإسلامیّه، وترتبط ارتباطًا عمیقًا بالأسس العقدیّه والأخلاقیّه والسیاسیّه والإداریّه والاجتماعیّه. وتُشکّل الآیه الکریمه ۸۳ من سوره النساء نصًّا محوریًّا فی الأدبیّات القرآنیّه، إذ تتناول بصوره مباشره المتطلّبات الأساسیّه فی التعامل مع المعلومات الحسّاسه فی المجتمع الإسلامی، وتقدّم تعالیم قیّمه للتنظیر وتطبیق إداره المعلومات فی سیاق الحوکمه الإسلامیّه. الهدف الرئیس من هذا البحث هو استکشاف وبیان تحلیلی- تفسیری لمبادئ ومتطلّبات إداره المعلومات فی نظام الحوکمه الإسلامی، مع الترکیز على تحلیل الآیه المبارکه ۸۳ من سوره النساء. ویسعى هذا البحث، من خلال التعمّق فی الطبقات الدلالیّه للآیه وآراء المفسّرین، إلى استنباط إطارٍ مفهومی لإداره المعلومات من منظور القرآن فی سیاق الحوکمه، وإبراز دلالاته العملیّه فی مواجهه التحدّیات المعلوماتیّه المعاصره. وبناءً على ذلک، صیغ السؤال الرئیس للبحث على النحو الآتی: ما هی المبادئ والأسس التی تقدّمها الآیه ۸۳ من سوره النساء لإداره المعلومات فی منظومه الحوکمه الإسلامیه؟ وکیف تتوافق هذه المبادئ مع الأبعاد العقدیّه والسیاسیّه والإداریّه والاجتماعیّه للحوکمه، وتملک فی الوقت ذاته قابلیّه التکیّف مع ظروف وتحدّیات العصر الراهن؟ أُنجز هذا البحث باعتماد منهج نوعی وبطبیعه وصفیّه - تحلیلیّه. وقد ارتکزت منهجیّه الدراسه على تحلیل المحتوى التفسیری (Content Analysis) للآیه الکریمه ۸۳ من سوره النساء. تکشف النتائج الرئیسه للبحث عن إطار متعدّد الأبعاد ومنهجی قدّمته الآیه ۸۳ لإداره المعلومات فی سیاق الحوکمه الإسلامیّه. ویُظهر البحث بوضوح أنّ هذه الآیه لم تقتصر على معالجه إداره المعلومات فی ظروف خاصّه بعصر صدر الإسلام، بل إنّها ترسم إطارًا شاملاً ودینامیکیًّا لإداره المعلومات فی مختلف أبعاد نظام الحوکمه الإسلامی عبر العصور. هذا الإطار الذی یقوم على مبادئ المرجعیّه الصالحه (عقدیّه وسیاسیّه)، والتحلیل التخصّصی (إداری)، والمسؤولیّه الجماعیّه (اجتماعیّه- تربویّه)، یوفّر نموذجًا نظریًّا وعملیًّا للحوکمه الرشیده. وتُبرز النتائج الطاقه الفریده للتعالیم القرآنیّه فی تقدیم حلول جذریّه لإشکالیّات إداره المعلومات والحوکمه فی المجتمعات الحدیثه، مؤکّدهً الحاجه إلى إعاده النظر فی المقاربات السائده، بالاستناد إلى الأسس الدینیّه ودمجها بالمعرفه المعاصره.The Application of Quranic Information Management Principles in Modern Governance
Information management is regarded as a fundamental and strategic component in the architecture and sustainability of contemporary governance systems. The efficiency of decision-making processes at high-level political echelons, as well as social stability and national security, is closely tied to the systematic organization of information flow and its optimal management. Within the framework of modern governance discourse, which emphasizes complex interactions among government, civil society, and the private sector in managing public affairs, information management goes beyond bureaucratic mechanisms, emerging as a critical element in enhancing transparency, accountability, and participation. The Islamic legal and axiological framework offers a distinctive and multifaceted approach to this issue. In this context, information management is not merely a tool for increasing systemic efficiency but an inseparable component of the philosophy and principles of Islamic governance, deeply intertwined with its doctrinal, ethical, political, administrative, and social foundations. Verse 83 of Surah al-Nisa', as a pivotal text in Quranic literature, directly addresses the fundamental requirements for handling sensitive information within an Islamic society. It provides invaluable teachings for theorizing and applying information management within the framework of Islamic governance. The primary objective of this research is to explore and provide an analytical-interpretive exposition of the principles and requirements of information management within the framework of Islamic governance, with a focus on analyzing Verse 83 of Surah al-Nisa'. This study seeks to delve into the semantic layers of the verse and the perspectives of Quranic exegetes to derive a conceptual framework for information management from a Quranic perspective within the context of governance. It further aims to highlight the practical implications of this framework for addressing contemporary information-related challenges. Accordingly, the main research question is formulated as follows: What principles and foundations does Verse 83 of Surah al-Nisa' provide for information management in the Islamic governance system, and how do these principles align with the doctrinal, political, administrative, and social dimensions of governance while being adaptable to the conditions and challenges of the modern era? This research was conducted using a qualitative approach with a descriptive-analytical nature. The methodology was based on interpretive or exegetical content analysis of Verse 83 of Surah al-Nisa'. The key findings of this study reveal a multifaceted and systematic framework derived from Verse 83 for managing information within the context of Islamic governance. The research clearly demonstrates that this verse is not merely limited to information management in the specific circumstances of early Islam but provides a comprehensive and dynamic framework applicable to all dimensions of Islamic governance across various eras. This framework, grounded in the principles of legitimate authority (doctrinal and political), specialized analysis (administrative), and collective responsibility (social-educational), offers a theoretical and practical model for effective governance. The findings highlight the unparalleled capacity of Quranic teachings to provide fundamental solutions to complex issues of information management and governance in modern societies. They also emphasize the need to rethink current approaches by relying on religious foundations and integrating them with contemporary knowledge.
