چکیده
در این پژوهش مؤلفه های تفکر راهبردی امام خمینی (ره) در سیاستگذاری جمهوری اسلامی ایران بررسی شده است تا این رهگذر بتوان رابطه میان تفکرات راهبردی امام خمینی(ره) و سیاستگذاری عمومی جمهوری اسلامی ایران را واکاوی نمود. در این پژوهش از روش تحلیل مضمونی استفاده شده و روش گردآوری داده ها نیز مصاحبه نیمه ساخت یافته با خبرگان بوده است. . از مجموع از 16 مصاحبه صورت گرفته پس از جمع بندی کدها، 75 کد توصیفی استخراج شد که پس از طبقه بندی آن ها ، 25 کد تفسیری و در نهایت 13 مضمون فراگیر در چهار حوزه به دست آمد. بر اساس نتایج پژوهش، مؤلفه های تفکر راهبردی امام خمینی (ره) در سیاستگذاری عمومی جمهوری اسلامی ایران عبارتند از خدا محوری، مردم گرایی، دوراندیشی و زمان اندیشی، نگرش نظام مند، مثبت و علمی به مسائل و برنامه ریزی و تصمیم گیری به هنگام. همچنین مؤلفه های سیاستگذاری های عمومی در سیره امام خمینی (ره) شامل عدالت محوری، زمانه شناسی، نیل به سعادت اجتماعی و مدیریت بر قلوب می باشد. در این بین، خلأهایی شامل کم توجهی به عدالت اجتماعی و تضعیف روحیه انقلابی، بین تفکر راهبردی امام خمینی (ره) و سیاستگذاری عمومی جمهوری اسلامی ایران به وجود آمده که راهکارهای مناسب جهت رفع خلأهای فیمابین تفکرات راهبردی امام خمینی (ره) و سیاستگذاری عمومی جمهوری اسلامی ایران را می توان در دو مؤلفه اجرای قوانین الهی و خدمت به مردم و مردم گرایی جستجو کرد.The Components of Strategic Thinking and Public Policy Making of Imam Khomeini (pbuh)
In this study, the components of Imam Khomeini's (RA) strategic thinking in the policy-making of the Islamic Republic of Iran have been examined to explore the relationship between Imam Khomeini's (RA) strategic thinking and the public policy-making of the Islamic Republic of Iran. This study used the thematic analysis method and the data collection method were semi-structured interviews with experts. From a total of 16 interviews conducted, after summing up the codes, 75 descriptive codes were extracted, and after classifying them, 25 interpretive codes and 13 overarching themes in four areas were obtained. Based on the results of the study, the components of Imam Khomeini's (RA) strategic thinking in the public policy-making of the Islamic Republic of Iran include God-centeredness, people-orientation, foresight and time-thinking, a systematic, positive, and scientific attitude to issues, and timely planning and decision-making. Also, the components of public policy-making in Imam Khomeini's (RA) life include justice orientation, time-consciousness, achieving social happiness, and managing hearts. In the meantime, gaps, including a lack of attention to social justice and a weakening of the revolutionary spirit, have emerged between the strategic thinking of Imam Khomeini (RA) and the public policy-making of the Islamic Republic of Iran. Appropriate solutions to omit these gaps between the strategic thinking of Imam Khomeini (RA) and the public policy-making of the Islamic Republic of Iran can be sought in the two components of implementing Islamic laws and serving the people and people-orientation.
