چکیده
هدف: این پژوهش با هدف شناسایی و اولویت بندی ریسک های قراردادهای تولید دفاعی و تخصیص قرارداد مناسب برای مدیریت هر ریسک انجام شده است. روش شناسی پژوهش: در این پژوهش هر یک از ریسک های شناسایی شده به یک نوع قرارداد خاص تخصیص داده شده تا بهترین روش مدیریت آن ریسک در تولید مشخص گردد. در این مقاله، در ابتدا، معیارها با استفاده از روش آنتروپی شانون برای افزایش عینیت و دقت فرآیند وزن دهی، وزن دهی می شوند و پس از آن از روش تصمیم گیری چندمعیاره معروف به تکنیک ترجیح ترتیبی بر اساس شباهت به راه حل ایده آل استفاده می شود. یافته ها : یافته های حاصل از رتبه بندی عملکرد قراردادها و روش های تامین مالی تولید دفاعی نشان می دهد که به ترتیب، قرارداد مشارکت در تولید، قرارداد تامین مالی، قرارداد ساخت، بهره برداری، انتقال، قرارداد پیمان و برون سپاری بهترین گزینه ها برای مدیریت ریسک های شناسایی شده هستند. اصالت/ارزش افزوده علمی: با وجود دستاوردها، محدودیت هایی مانند کمبود متخصصان قراردادهای دفاعی، تمرکز بر قراردادهای تولید دفاعی و حساسیت روش تاپسیس به وزن دهی و نرمال سازی داده ها وجود داشته است. علی رغم این محدودیت ها، نتایج پژوهش می تواند برای تصمیم گیرندگان و مدیران پروژه های تولید برای اتخاذ راهبرد مناسب با قرارداد مناسب به منظور مدیریت ریسک های تولید مفید باشد.Prioritization and appropriate contract allocation of production risks
Purpose: The purpose of this paper is to identify and prioritize the risks associated with defense production contracts and to assign an appropriate contract for managing each of these risks. Methodology: In this study, each identified risk is allocated to a specific type of contract to determine the best management approach for that risk in production. Initially, the criteria are weighted using the Shannon entropy method to increase the objectivity and accuracy of the weighting process, followed by the application of the multi-criteria decision-making method known as Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Findings: The findings from the performance ranking of contracts and defense production financing methods indicate that, in order, the production participation contract, financing contract, Build, Operate, Transfer (BOT) contract, convention, and outsourcing are the best options for managing the identified risks. Originality/Value: Despite the achievements of this research, there have been limitations. One of the most significant limitations of this study has been the lack of sufficient experts in the field of defense contracts, which can affect the quality of the collected data and the research results. It has proposed the production participation contract as the most suitable option for managing these risks. Despite the existing limitations, the results of this study can be helpful for decision-makers and project managers in defense production projects when selecting an appropriate contract and managing project risks.
