ارائه چارچوب و تحلیل کارکردهای نهادهای میانجی دولتی در گذارهای فنی-اجتماعی: مطالعه موردی ستاد توسعه زیست فناوری (مقاله علمی وزارت علوم)

چکیده
هدف مقاله حاضر ارائه چارچوب و تحلیل کارکردهای ستاد توسعه زیست فناوری به عنوان نهاد میانجی در هدایت و تسریع گذار فنی-اجتماعی در بخش سلامت (داروهای زیستی) و کشاورزی (کودهای زیستی) است. قلمرو موضوعی تحقیق حاضر اقدامات و فعالیت های ستاد توسعه زیست فناوری و قلمرو زمانی آن از سال 1387 و هم زمان با آغاز تاسیس ستاد است. جامعه آماری این تحقیق سیاستگذاران و کارشناسان باسابقه و کلیدی ستاد توسعه زیست فناوری هستند. داده های اولیه این پژوهش با 15 مصاحبه نیمه ساختار یافته و داده های ثانویه از اسناد، گزارش های عملکرد و سایر مستندات موجود گردآوری شده و با تحلیل محتوا از طریق کدگذاری محوری تحلیل می شود. براساس یافته های این پژوهش، ستاد توسعه زیست فناوری در اکثر کارکردهای میانجی های سیستمی گذار فعالیت داشته است. با این حال ستاد در گذار داروهای زیستی با حمایت های مختلف از ابتدا تا انتهای زنجیره ارزش در تسریع و تسهیل گذار نقش میانجی سیستمی را ایفا کرده است. در حالی که در گذار از کودهای شیمیایی به زیستی، ستاد عمدتاً نقش یک میانجی کنام را ایفا نموده است و عمده فعالیت های انجام شده محدود به سطح پژوهشی و پروژه های کوچک مقیاس بوده است. بنابر این نقش نهادهای میانجی در گذار فناورانه باید با توجه به زمینه خاص هر حوزه، ساختار نهادی، مأموریت ها و ظرفیت های اجرایی آن ها تحلیل شود. این نقش نباید به یک الگوی واحد و کلی تقلیل یابد؛ بلکه لازم است تنوع عملکردی و ساختاری این نهادها متناسب با نیاز خاص هر حوزه فناورانه در نظر گرفته شود.Proposing a Framework for the Functions of Governmental Intermediaries in socio-technical transitions: Case Study of Biotechnology Development Council
This study aims to present a framework and analyze the functions of the Biotechnology Development Council as an intermediary institution in guiding and accelerating socio-technical transitions in the health sector (biopharmaceuticals) and agriculture sector (biofertilizers).The primary data for this study were collected through 15 semi-structured interviews, while secondary data were gathered from documents, performance reports, and other available records. The data were analyzed using content analysis through axial coding. According to the findings, the Biotechnology Development Council has been active in most systemic intermediary functions of transition, However in the transition of biopharmaceuticals, the Council has played a systemic intermediary role by providing various forms of support throughout the entire value chain, accelerating and facilitating the transition. In contrast, in the transition from chemical fertilizers to bio-agriculture, the Council has primarily acted as a niche intermediary, with most of its activities limited to research and small-scale projects. Therefore, the role of intermediary institutions in technological transition should be analyzed with respect to the specific context of each field, their institutional structure, missions, and executive capacities. This role should not be reduced to a single, general model; rather, it is necessary to consider the functional and structural diversity of these institutions in accordance with the specific needs of each technological field.
