چکیده
زمینه و هدف: پلیس به دلیل تعامل مستقیم و بی واسطه با مردم و مسئولیت سنگین در حوزه نظم و امنیت، مهم ترین سازمان و مجموعه ای است که مأموریت تأمین امنیت انتظامی را برعهده دارد و از نقشی منحصر به فرد در میان سازمان های تأمین کننده امنیت برخوردار است. با عنایت به پیچیدگی و تنوع مأموریت های امنیت انتظامی و تحکیم نظم و انضباط در جامعه نیاز به یک الگوی منسجم و واحد که پاسخگوی نیازهای جامعه باشد، الزامی است. بنابراین پژوهش حاضر می کوشد به این پرسش پاسخ دهد که الگوی امنیت انتظامی بر مبناء آراء و اندیشه مقام معظم رهبری امام خامنه ای (مدّظلّه العالی) چگونه است؟روش: این پژوهش از نظر هدف، کاربردی است و ماهیت آن اکتشافی است که برای گردآوری اطلاعات از ابزار فیش برداری بهره برداری شده است. جامعه آماری در بخش بیانات امام خامنه ای(مدّظلّه العالی)، بیانات ایشان از سال 1368 لغایت 1401 بوده که به صورت تمام شمار مورد ارزیابی قرار گرفته و نیز جامعه آماری مربوط به تأیید و اعتبار یابی الگوی تحقیق که از روش گرندد تئوری استفاده گردید به روش نمونه گیری هدفمند صورت گرفت. پس از 15 نفر استخراج نظرات، محقق به اشباع نظری رسید و با استفاده از مدل اشتراوس کوربین و با انجام مراحل کدگذاری (باز و محوری) برای شرایط علّی، واسطه ای، زمینه ای (محیطی)، پیامدها و راهبردهای الگوی پارادایمی داده ها مورد تجزیه تحلیل قرار گرفت.یافته ها: از تحلیل داده های پژوهش، الگوی امنیت انتظامی از منظر مقام معظم رهبری امام خامنه ای (مدّظلّه العالی)، «ماهیت امنیت انتظامی» شامل 263 مقوله فرعی، 17 مقوله اصلی در قالب 6 بعد شناسایی و طبقه بندی شدند. نتیجه گیری: نتایج حاصله از پژوهش حاضر عبارت اند از: بعد شرایط علّی «شامل: 2 مقوله اصلی و 24 مقوله فرعی»، بعد واسطه ای «شامل: 3 مقوله اصلی و 43 مقوله فرعی»، بعد زمینه ای (محیطی) «شامل: 7 مقوله اصلی و 47 مقوله فرعی»، بعد راهبردها «شامل: 3 مقوله اصلی و 112 مقوله فرعی» و بعد پیامدها «شامل: 2 مقوله اصلی و 34 مقوله فرعی» به دست آمد که پیاده سازی الگوی امنیت انتظامی در کشور موجب انجام بهینه و صحیح وظایف و جلوگیری از سردرگمی هنگام بروز مسائل امنیتی شده و پلیس می تواند به عنوان سازمانی تأثیرگذار با نقشی قابل ملاحظه و اثربخش در مدیریت ناامنی ها ظاهر شود و در نتیجه امنیت پایدار، بهبود عملکرد پلیس و وحدت رویه در مدیریت امنیت انتظامی عوامل ناامنی را به دنبال خواهد داشت.Presenting a model of police security based on the opinions and thoughts of Imam Khamenei
Background and Objective: Due to its direct and immediate interaction with the people and its heavy responsibility in the field of order and security, the police is the most important organization and group that is responsible for the mission of providing security and has a unique role among security-providing organizations. The aim of the research is to present a model of police security based on the opinions and thoughts of Imam Khamenei (may Allah protect him). The main question of the research is also corresponding to the aim of presenting a model of police security based on the opinions and thoughts of Imam Khamenei (may Allah protect him). What is the purpose of presenting a model of police security based on the opinions and thoughts of Imam Khamenei (may Allah protect him)?Method: This research is of an applied type and its method is descriptive-analytical. The "scientific and specialized library" and "Internet" tools were used to collect information. The data-based method was used and by performing coding steps (open and axial) for causal, mediating conditions, context and environment, consequences and strategies of the paradigmatic model, with the benefit of the opinions of experts in the field of police security in Faraj, with a sample size of 15 people.Findings: In the quantitative part, the number of speeches of His Excellency regarding police security and the identity of the audience were determined, and in the qualitative part, after analyzing the statements, the answers to the research questions including causal conditions, pivotal phenomenon, mediating conditions, context and environment, strategies and consequences of police security were extracted.Conclusion: The results of the research show that the existence of the categories of psychological, socio-cultural causal conditions, antonymy, national reinforcement, culture-building, action strategies, attitudinal strategies, value context, emotional context, and national and citizenship consequences are the most priority categories for designing the model in question, which has been achieved through scientific methodical steps.
