تحلیل حقوقی مأموریتهای جدید سازمان نظام پزشکی در عصر فناوریهای دیجیتال سلامت

چکیده
زمینه و هدف: دنیای معاصر سلامت، شاهد تحولی شگرف و بی سابقه تحت تأثیر فناوری های دیجیتال است لذا هدف از این تحقیق تحلیل حقوقی مأموریتهای جدید سازمان نظام پزشکی در عصر فناوریهای دیجیتال سلامت (Health Tech) بود.روش کار: روش پژوهش حاضر توصیفی-تحلیلی بوده و از نوع تحقیقات کاربردی محسوب می گردد. داده های مورد نیاز مطالعه ی کتابخانه ای و بررسی اسناد فراهم خواهد شد. جامعه ی آماری تحقیق شامل کلیه ی متون، اسناد و قوانین مرتبط با موضوع پژوهش می باشد.یافته ها: ایران از پتانسیل بالایی برای رشد در حوزه ی فناوری های سلامت برخوردار است. یک چارچوب نظارتی واضح، پیش بینی پذیر و منطبق با استانداردهای جهانی، نه تنها به عنوان یک عامل «حفاظتی»، بلکه به عنوان یک «تسهیل گر» و «اعتمادساز» برای سرمایه گذاری، نوآوری و توسعه ی کسب وکارهای ایرانی در این عرصه عمل خواهد کرد.نتیجه گیری: تحولات دیجیتال در حوزه سلامت، سازمان نظام پزشکی را با چالش ها و فرصت های بی سابقه ای مواجه ساخته است. گسترش فناوری هایی مانند پزشکی از راه دور، هوش مصنوعی و پلتفرم های سلامت دیجیتال، ضرورت بازتعریف مأموریت ها و سازوکارهای نظارتی این نهاد را آشکار کرده است.Legal Analysis of the New Missions of the Medical System Organization in the Era of Digital Health Technologies (Health Tech)
Background and Aim: The contemporary health landscape is witnessing a profound and unprecedented transformation driven by digital technologies. Therefore, this research aimed to conduct a legal analysis of the new missions of the Medical Council Organization in the era of digital health technologies (Health Tech).Methods: The present study employed a descriptive-analytical methodology and is considered applied research. Required data were gathered through library research and document analysis. The statistical population of the study consisted of all texts, documents, and laws related to the research topic.Findings: Iran possesses significant potential for growth in the field of health technologies. A clear, predictable, and globally aligned regulatory framework will act not only as a "protective" factor but also as a "facilitator" and "trust-builder" for investment, innovation, and the development of Iranian businesses in this arena.Conclusion: Digital transformations in the health sector have presented the Medical Council Organization with unprecedented challenges and opportunities. The expansion of technologies such as telemedicine, artificial intelligence, and digital health platforms has highlighted the necessity of redefining the missions and regulatory mechanisms of this institution.
